I need scracely tell you that the greaterforce in England is public opinion, that is to say general national opinion,or rather feeling , upon any subject of the moment. Sometimes this opinion may be wrong, but right or wrong is not here the question.It is a power that decides for or against war ; it is a power that decides for or against reform. It is a power that to a grea degree influence England foreign policy.
